Features: The 16th Plenary Session of the Communist Party of China adopted a strategic plan for building a new socialist countryside. In the process of building a new socialist countryside, vigorously developing rural cultural undertakings and striving to cultivate new types of farmers who are culturally literate, technically skilled, and business-savvy is not only a significant indicator of progress in new countryside construction but also a fundamental guarantee for advancing it. To implement the central leadership's strategic plan, the Publicity Department of the CPC Central Committee, the Ministry of Civil Affairs, the General Administration of Press and Publication, and the State Administration of Radio, Film and Television decided to expand the "Support Program for Building Community Bookrooms and the Community Reading Activities" from cities to rural areas, having already been implemented in three phases. During the "11th Five-Year Plan" period, the plan is to carry out rural bookroom support and reading activities in more than one-third of village committees across the country, benefiting over 200 million farmers and making this people-oriented project, which has benefited urban residents, also benefit hundreds of millions of rural residents. The central leadership attaches great importance to this. Vice Premier Hui Liangyu, a member of the Political Bureau of the CPC Central Committee, issued an important communique: "Developing rural cultural undertakings is an important part of building a new socialist countryside, as well as a weak link that urgently needs strengthening in rural development. Carrying out bookroom support and reading activities in rural areas and providing hundreds of millions of farmers with various beneficial books and periodicals that they can understand and use will play a significant role in cultivating new types of farmers who are culturally literate, technically skilled, and business-savvy, and meeting the comprehensive development needs of farmers. For this important activity that concerns the immediate interests of farmers and the construction of a new socialist countryside, it must be meticulously organized and ensure practical results."
