The current Law of the People's Republic of China on the Protection of Minors was reviewed and passed by the 21st session of the Standing Committee of the 7th National People's Congress on September 4, 1991. Over the 15 years since its implementation, this law has played an important role in safeguarding the legitimate rights and interests of minors. However, with the rapid development of China's economy and society, some new situations and issues have emerged in the work of protecting minors, such as family education, school protection, and the social environment for the healthy growth of minors. The emergence of these issues requires responses and solutions from a legal and institutional perspective to further improve the legal system for the protection of minors, mobilize the enthusiasm of all parties, and better carry out the work of protecting minors. Additionally, China has ratified the "Convention on the Rights of the Child" of the United Nations and the State Council has also promulgated the "National Plan of Action for the Development of Children (2001-2010)." The spirit and some content of these documents also need to be reflected in the Law on the Protection of Minors, which are the main considerations for the revision of this law. To facilitate the study and publicity of the revised Law on the Protection of Minors, relevant comrades from the Administrative Law Office of the National People's Congress Law Commission have compiled this "Interpretation of the Law of the People's Republic of China on the Protection of Minors." Chapter 1 was written by Huang Huihua, Chapter 2 by Liu Haitao, Chapter 3 by Zhang Xiaoying, Chapter 4 by Zheng Quanhong, Tian Lin, Li Hui, and Cao Yang, Chapter 5 by Tian Lin and Li Hui, and Chapters 6 and 7 by Huang Wei. After completion, Huang Wei compiled the manuscript, and finally it was reviewed and approved for publication by Li Yuan, Director of the Administrative Law Office.
