Features: With the publication of the new edition of the China Machinery and Equipment Tendering and Procurement Yearbook (hereinafter referred to as The Yearbook) (Volumes 2003–2005), I am very pleased to write this preface at the invitation of the editorial team. In 2003, with the strong support and coordination of the tendering authorities such as the National Development and Reform Commission and numerous institutions in the tendering industry, the Yearbook (Volumes 2000–2002) was finally published, becoming a major reference annual in China's tendering industry. The Yearbook records the progress of China's tendering industry, providing a wealth of materials and information related to tendering and procurement for various tendering management departments, tendering institutions, project units, and suppliers, and has been well-received. Building on this foundation, through the efforts of the editorial team, the Yearbook (Volumes 2003–2005) has now been presented to readers, and we hope it will gain widespread recognition from all sectors of society. The Yearbook (Volumes 2003–2005) comprehensively reviews the achievements of China's tendering industry over the past three years. The years 2003–2005 were a period of revitalization and comprehensive development for the tendering industry after a new round of institutional adjustments, with tendering performance in all fields reaching unprecedented highs. In terms of the tendering center system, in 2003, the entire system completed tendering of 115.674 billion yuan, achieving savings of 6.359 billion yuan. In 2005, the system accepted and completed 21,884 tendering projects, with a total of 247.704 billion yuan and a total winning amount of 211.647 billion yuan, achieving a savings rate of 14%. Both the and winning amount grew by 56% compared to 2004, with the winning amount of the tendering center system surpassing 200 billion yuan for the first time. Alongside the rapid development of the tendering industry, relevant administrative departments have strengthened the regulation of the tendering market and tendering practices, revising and introducing many effective management measures, creating a favorable policy environment for the healthy and stable development of China's tendering market. Over the past three years, all tendering institutions have focused on tendering business, adapting to new market demands by standardizing practices, enhancing services, improving tendering quality, and actively expanding their business in related fields, opening new paths for diversified development in the tendering industry. The Yearbook (Volumes 2003–2005) records our yesterday—it is history and chronicles. How to use it as a mirror? A mirror reflects. As the ancients said, "History serves as a mirror, reflecting the past to understand the present." In 2005, the tendering center system celebrated its 20th anniversary. To showcase the glorious journey of the tendering industry from its inception to its current growth, we held a large-scale exhibition. Through this exhibition, we actively promoted the positive image of the tendering industry, helping society recognize and understand us, the tendering professionals, while also reflecting on the path we have taken to draw lessons for the future and move faster and more steadily. Looking back at yesterday is to better look forward to tomorrow. Looking ahead, our cause is full of vitality and dynamism. Since 2005, we have seriously implemented the spirit of the National Development and Reform Conference and the National Tendering Center System Conference, fully carrying out the concept of scientific development, driving progress through reform, focusing on development, valuing quality, and prioritizing talent to promote the comprehensive, coordinated, and sustainable development of the tendering industry. We have gradually made breakthroughs in fields such as engineering consulting, supervision, and project management, actively researching and participating in new types of tendering projects such as construction management bidding, project entity bidding, and BOT bidding, comprehensively improving our overall competitiveness to adapt to market changes and maintain our competitive edge, thereby bringing the "sunshine project" to society at large.
