Features: Currently, the book market has published a variety of legal and regulatory compilations, such as various "all-in-one" books, complete works, legal codes, and essential legal references. The editing and publishing of these books, with their comprehensiveness and systematic nature, once became essential reference tools for industry professionals. However, due to their vastness and high prices, coupled with the practice of bundling sales without regard to specialization or field, many readers were deterred from purchasing them. In reality, most people do not need to purchase and consult all legal regulations and judicial interpretations. Even legal professionals, with the increasing specialization in their fields, have selective needs regarding the understanding and application of legal regulations. Based on this, our publishing house has organized professionals to conduct extensive and in-depth research on the legal and regulatory book market. After long-term planning and editing, we have devoted ourselves to launching this "Practical Core Regulations Series" (80 volumes) to meet the multi-dimensional needs of readers for current legal and regulatory information.
Compiling legal and regulatory materials is not simply about packaging and stacking laws and regulations. It should incorporate the compiler's philosophy and intellectual labor. Some of the currently published individual legal and regulatory books are simply classified and edited according to departmental laws without considering or including the full range of related regulatory information or prioritizing it. To address this situation, we have established our own editing philosophy:
- Serve the readers, understanding their needs;
- Make it convenient for readers, allowing them to easily and directly find the content they need;
- Be faithful to the readers, ensuring the accuracy, currency, and authority of newly included legal regulations;
- Benefit the readers, enabling them to obtain the maximum amount of legal and regulatory information in their chosen field with the minimum cost.
Based on this editing philosophy and market research, we have classified the current complex and fragmented legal regulations and judicial interpretations according to the social relationships they regulate, particularly the main groups of people whose behavior they govern. We have divided them into 80 thematic volumes, covering various fields such as politics, economy, culture, science and technology, education, and social life, making it easier for readers to choose and meet the diverse needs of different reader groups for legal and regulatory information in specific fields. For example, classified by regulatory fields, there are works such as Practical Core Regulations on Criminal Law, Practical Core Regulations on Evidence, Practical Core Regulations on Press and Publication, Practical Core Regulations on Legal Aid, and Practical Core Regulations on the Protection of Laborers' Rights. Classified by the main groups of people they regulate, there are works such as Practical Core Regulations for National People's Congress Representatives and Practical Core Regulations for Civil Servants.
Additionally, to facilitate readers in accessing every legal regulation economically, quickly, and conveniently, we have organized the content around the main laws, including all related information. Each volume is divided into three parts:
1. Main Law;
2. Implementation Rules, Departmental Rules, and Judicial Interpretations;
3. Appendices with an index of all other legal information related to the field.
For each legal regulation, it functions like a small encyclopedia, allowing readers to have all the necessary information at hand with just one book.
China Zhengfang Publishing House has published relatively few legal compilations, but each one has been well-received and best-selling. The "Zhengfang Edition" legal compilations have produced many outstanding works. The Complete Current Laws and Regulations and Judicial Interpretations of the People's Republic of China, launched in 1997, has been continuously revised 11 times since its first edition, with a total circulation exceeding 120,000 sets, standing out among tools of similar scale. The Latest Common Economic Laws and Regulations has been revised 17 times since its publication in 1994, with a circulation exceeding 200,000 copies. The Latest Common Laws and Regulations of the People's Republic of China, the first legal compilation in China to use computers to analyze tens of thousands of cases and social activities, first filters out frequently applied legal regulations and then organizes them based on an internal logic that facilitates easy retrieval. In just two years since its release, it has circulated over 30,000 copies.
By the end of 2002, our publishing house devoted itself to producing The Laws and Regulations of the People's Republic of China, reviewed and approved by the Legal Affairs Commission of the Standing Committee of the National People's Congress, challenging current domestic publications with its low price and high volume.
This demonstrates our publishing house's extensive experience in compiling legal regulations. The newly launched "Practical Core Regulations Series" has also undergone extensive research, with renowned legal experts serving as consultants and a large writing team organized over a long period. We believe its release will bring readers a pleasant surprise.
At the same time, we sincerely hope that readers will provide valuable suggestions during their use of this series to help us continuously improve it, making it a brand-name tool in the legal field and contributing to the application of the law, in gratitude for the readers' support.
