Features: The People's Congress system is the fundamental political system of our country. People-elected representatives at all levels of the People's Congress are members of the national power organs at all levels, representing the interests and will of the people, executing representative duties in accordance with the law, and participating in the exercise of state power. In the second half of 2006, the comprehensive replacement election of district, county, and township People's Congresses in Shanghai was fully launched; by the end of 2007, the Shanghai People's Congress would also undergo a replacement election. "The later generation pushes the earlier one forward," the newly elected representatives at all levels of the city will shoulder an important historical mission in the future five-year development of Shanghai, making new contributions to the economic, political, cultural, and social construction of the city, and the entire city has high expectations for them. Fully playing the role of the representatives is the source and foundation for the People's Congress and its standing committee to exercise their functions in accordance with the law. The Decision of the 16th Session of the 6th Central Committee of the Communist Party of China on Several Major Issues Concerning the Construction of a Socialist Harmonious Society explicitly proposes that we adapt to the development changes of China's social structure and interest configuration, form scientific and effective mechanisms for social interest coordination, expression of demands, conflict resolution, and rights and interests protection, and use the system to guarantee the rights and interests of the people in political, economic, cultural, and social aspects. The People's Congresses at all levels in the city must rely closely on the representatives, better express, coordinate, and protect the interests of the people in exercising their powers in accordance with the law, and fully play the role of the main democratic channel for connecting with the masses, reflecting public opinion, and resolving conflicts. Representatives come from the people, work in different positions in their daily lives, and are basically part-time. Representatives must not only have the desire and enthusiasm for fulfilling their duties in accordance with the law but also possess the ability and level to do so in order to better reflect the demands of different interest groups in society. Therefore, through learning and training, representatives should deeply understand China's People's Congress system, master the basic knowledge required for fulfilling their duties, and improve their theoretical level of socialist democracy and rule of law, so as to better shoulder the sacred responsibilities entrusted to them by the Constitution and the law, and live up to the trust and expectations of the Party and the people. In this sense, strengthening the learning and training of representatives is the need to uphold and improve the People's Congress system, as well as the inevitable requirement for the People's Congress and its standing committee to fully exercise the powers entrusted to them by the Constitution and the law in promoting the construction of political civilization and building a harmonious society. To facilitate the learning of the necessary knowledge for representatives at all levels in Shanghai to fulfill their duties in accordance with the law, we have compiled this new textbook for representatives. We hope that this new textbook will not only serve as a teaching material for the learning and training of Shanghai representatives but also become a good helper and advisor for them. More importantly, we hope that the representatives of the city will dedicate their wisdom and strength to the great practice of managing local state affairs and realizing the grand goal of Shanghai's "four centers," fulfilling their duties conscientiously, living up to their mission, keeping pace with the times, working diligently, and making new contributions to a better future for Shanghai and a more prosperous life for the people of the city.
