Features: In view of the frequent occurrence of sudden major environmental pollution accidents in our country, there is a need for a series of technical supports in pollution accident prevention, emergency response, and management. The Science and Technology Standards Department of the State Environmental Protection Administration actively planned and, with strong support from the Ministry of Science and Technology, launched the "Fifteenth Five-Year Plan" National Science and Technology Key Research Project "Research on Technical Systems for Prevention and Emergency Response to Major Environmental Pollution Accidents" in October 2003. The aim was to construct a framework for China's technical support system for pollution accident prevention and emergency response, and to propose some urgently needed technical specifications and guidelines.
Over the course of more than two years, the research team, led by the South China Environmental Science Research Institute of the State Environmental Protection Administration and including the Nanjing Environmental Science Research Institute of the State Environmental Protection Administration and the Department of Environmental Engineering at Tsinghua University, conducted investigations on the prevention and emergency response work and cases of environmental pollution accidents in numerous cities and counties across Beijing, Jiangsu, Zhejiang, Shanghai, Shandong, Chongqing, Guangdong, and Guangxi, as well as in Hong Kong. They selected Shaoguan City in Guangdong Province as a pilot city for systematic environmental accident hazard source surveys. The team reviewed more than 300 domestic and international documents and materials, held 12 small seminars or expert consultation meetings, and, after extensive research, completed nine sub-topics: "Research on the Identification Criteria and Assessment Methods for Hazard Sources of Major Environmental Pollution Accidents," "Research on the Establishment of a Database for Hazard Sources of Major Environmental Pollution Accidents," "Research on Emergency Response Technical Processes for Various Major Environmental Pollution Accidents," "Research on the Monitoring and Surveillance Indicator System for Major Environmental Pollution Accidents," "Research on Emergency Response Technical Plans for Major Environmental Pollution Accidents," "Research on the Equipment Capability Needs for Emergency Response to Major Environmental Pollution Accidents," "Research on Technical Specifications for the Disposal of Various Major Environmental Pollution Accidents," "Research on Technical Guidelines for Environmental Impact Assessment of Major Environmental Pollution Accidents," and "Research on the Development of an Emergency Decision Support System for Major Environmental Pollution Accidents."
