Features: This code explicitly states that reasonable risk-taking in production and research does not constitute a crime, and that individuals over the age of 60 are not subject to the death penalty. It establishes a record-expungement system favorable to offenders and a penalty-execution system with a high degree of socialization. It conditionally deems preparatory acts of crime and self-surrender before the incident as non-criminal acts. It embodies the spirit of criminal justice humanity and implements modern criminal law concepts such as excess punishment, accomplice liability, and hired offenders. These advanced criminal law concepts provide important insights for China's implementation of the leniency and severity criminal policy and the construction of a harmonious society.
