Features: The agglomeration of port industries refers to the spatial concentration of port industries and ultimately presents many characteristics of industrial clusters. Driven by economic globalization, the trend of port industry agglomeration has become increasingly prominent, and its positive impact on regional competitiveness has become more significant. Port industrial clusters exhibit a highly open characteristic, and their agglomeration mechanisms differ from general clusters, being the result of global factor flows, industrial transfers, and agglomeration. For developing countries and countries in transition, the process of port industry agglomeration is often one of institutional innovation. Therefore, studying the agglomeration mechanisms of port industries is of great significance. This work starts from the external environmental conditions and focuses on analyzing the advantages of port areas in industrial agglomeration under open economic conditions—the "port advantage." It analyzes the characteristics of port industrial clusters and their positive impact on regional competitiveness. Building on a review of existing industrial cluster theories, it summarizes the external environmental conditions and internal conditions of industrial agglomeration. It examines the interactive relationship between port industry agglomeration and revitalizing the old industrial base in Northeast China, as well as public policies that promote port industry agglomeration. In light of the current characteristics of port industry development in China, it proposes specific measures to promote port industry agglomeration.
