Features: Focusing on the special rectification campaign "Regulating Law Enforcement Conduct and Promoting Fair Enforcement" is a major deployment made by the Central Political and Legal Affairs Commission to strengthen the construction of the political and legal workforce, improve law enforcement standards, maintain the advanced nature of the Party, and enhance the Party's governance capabilities. A key feature of this special rectification campaign is its focus on regulation and construction. By improving various institutional regulations, it ensures that every aspect of duty performance has responsibilities, every task is handled according to rules, every exercise of power is subject to constraints, every behavioral manner is standardized, and every reward and punishment is based on clear criteria. This makes every law enforcement link and behavior have clear guidelines. Therefore, strengthening standardized construction is not only essential for consolidating the results of the special rectification campaign but also a fundamental institutional basis and important guarantee for the Supreme People's Court of Beijing to fully exercise its judicial functions, create a harmonious and stable social environment, and foster a just and efficient rule of law environment for building a model area of harmonious and prosperous society.
"As the saying goes, 'Without rules, there can be no order.' The basic role of regulation is to provide people with guidelines. In terms of judicial work, only by establishing comprehensive work standards that ensure every aspect of the court's operations is conducted according to clear rules and evidence, can the theme of 'Fairness and Efficiency' be practiced, and the scientific development of the court's work be guaranteed. At the same time, by strengthening standardized construction, the operational procedures of the court's work are further made public to society, enhancing transparency and credibility. This allows the public to clearly understand the specific steps of court cases and understand why some cases win and others lose, thereby better promoting fairness through openness, facilitating public litigation, and establishing a positive image of the People's Court's fair and people-oriented justice.
In light of this, courts across the city have for many years consistently treated standardized construction as a major task for achieving fairness and justice and serving the people, focusing on its implementation in detail. Based on the realities of the Beijing courts and in accordance with laws, regulations, judicial interpretations, and relevant policy provisions, they have drafted and formulated work standards covering the entire process from case filing to trial and execution, promoting the in-depth development of all work centered on adjudication.
