Preface to the Second Edition
The publication of this edition was four years ago. It can be said that the book quickly gained market recognition with its brand-new system and content. Many law departments in universities have adopted our textbook. Especially fortunate is that one year after its publication, the book won the National First Prize in the Excellent Legal Research and Teaching Materials Competition organized by the Ministry of Justice. Amidst the diverse and competitive market of economic law textbooks, our textbook has sold tens of thousands of copies in four years. Here, I would like to sincerely thank our colleagues for their meticulous efforts in writing and all readers for their active support.
In recent years, China has achieved significant accomplishments and undergone great changes in social, economic, and political aspects. We have effectively suppressed unstable and unhealthy factors in economic operations, successfully overcome challenges from the SARS epidemic and major natural disasters, and the new changes after joining the World Trade Organization. The national economy has continued to develop rapidly, with accelerated progress in industrialization, urbanization, marketization, and internationalization. The main development goals of the 10th Five-Year Plan have been achieved ahead of schedule, economic system reform has been continuously deepened, foreign trade has reached new heights, national fiscal revenue has increased substantially, the general price level has remained basically stable, and the lives of urban and rural people have further improved. National unity has been continuously strengthened, and social undertakings have made new progress. The construction of socialist democratic politics and spiritual civilization has continued to be enhanced. The focus of work has shifted more toward scientific development, independent innovation, improving systems and mechanisms, and building a harmonious society to comprehensively improve China's comprehensive national strength, international competitiveness, and risk resilience. On October 11, 2005, the Fifth Plenary Session of the 16th Central Committee of the Communist Party of China passed a proposal on formulating the 11th Five-Year Plan for National Economic and Social Development. On March 14 of this year, the Fourth Session of the 10th National People's Congress approved the Outline of the 11th Five-Year Plan for National Economic and Social Development. In the coming period, we will fully implement the spirit of the "11th Five-Year Plan" to achieve the goals and tasks of economic and social development during this period. All of this will have a direct impact on our economic law teaching and research.
Although our Economic Law Textbook has a relatively advanced writing concept and content and generally aligns with the current economic and social development, it still has some shortcomings in specific norms and systems to adapt to the situation. To facilitate reader learning, we have organized this revision. The guiding principle of the revision is to make the book more aligned with the spirit of the "11th Five-Year Plan" and to enhance its applicability in teaching. The content of each part has been adjusted in this revision, with some parts undergoing more changes, such as the Market Order Regulation System, the State-Owned Economy Participation System, and the Foreign Economic Control System, while others have undergone fewer changes, such as General Principles and Macro-Control Systems. Despite our considerable efforts, we cannot avoid some omissions and errors. We sincerely welcome all readers to offer constructive criticism and corrections.
In addition to the original authors, Mr. Yang Qinfa participated in the partial writing of the Foreign Economic Control Legal System. Mr. Zhang Zhongye wrote the State-Owned Economy Participation Legal System, which referenced some content from our Laws on State-Owned Economy (published by Peking University Press earlier this year). In this revision, I would like to especially thank my two PhD students, Mr. Yang Qinfa and Miss Jia Xiling, who spent a lot of time and effort assisting me in reviewing and proofreading the manuscript of the entire book during my busy schedule.
