A. The book studies and explores the issue of scientific financial management. It takes the adjustment of government financial management concepts as an important topic and engages in rational thinking. It proposes that under the framework of a market economy and public finance, government financial management must firmly establish three concepts:
1. The concept of fiscal economy, which means the government should fully leverage the role of fiscal regulation on the economy, taking the promotion of economic development and expanding the fiscal "pie" as the top priority of financial management;
2. The concept of fiscal rule of law, which means the government should guide its financial and revenue activities based on the principles of (financial management according to law), transforming reliance on individuals for financial management into reliance on mechanisms;
3. The concept of fiscal performance, which means the government should pursue the maximization of performance in the allocation of financial resources, continuously improving the efficiency of fiscal management, the effectiveness of fund use, and the level of public services.
B. The book studies and explores the issue of a rule-of-law-based public finance. Starting from the "paradox of the government" to the "paradox of public finance," the book discusses the connotation and objective necessity of advancing (financial management according to law) and building a rule-of-law-based public finance, explores the pathways and measures to achieve a rule-of-law-based public finance, and proposes views such as“” ( government financial management's "discretionary power"), “” (maintaining taxpayers' "right to know"), “” (promoting "sunshine finance"), and replacing "one-person decision-making on spending" with (financial management according to law).
C. The book studies and explores the issue of macroeconomic regulation. It analyzes China's macroeconomic situation at the end of the "Tenth Five-Year Plan" period, pointing out issues such as an imbalance between investment and consumption, an imbalance in export structure, an extensive economic growth model, and excessive income distribution gaps. It proposes pathways and measures for the government to use fiscal means to regulate the economy during the "Eleventh Five-Year Plan" period:
1. Diversify government bond investments and follow moderate tax reduction policies;
2. Implement fiscal policies that encourage household consumption, such as increasing investment in agriculture, rural areas, and towns, increasing social security spending, and raising wages;
3. Advance tax system reforms, including transforming the value-added tax, merging domestic and foreign-invested enterprise income taxes, adjusting the structure of export rebates, and taxing private property.
D. The book studies and explores the issue of integrating government financial resources and improving fiscal performance.
E. The book studies and explores the policy orientation of China's implementation of the revitalization strategy for old industrial bases.
F. The book studies and explores the development of county-level economies and the resolution of fiscal difficulties in counties and townships.
