Features: Engineering construction standardization is the foundation and means for effectively implementing scientific management and strengthening government macro-control in the construction field. It plays a significant role in regulating construction market behavior, ensuring the quality and safety of construction projects, promoting technological progress in construction, and improving the economic and social benefits of construction projects. In recent years, with the continuous improvement of China's socialist market economy system and the practical needs of joining the World Trade Organization (WTO), engineering construction standardization has been recognized as an important means of strengthening the quality management of construction projects under the new circumstances, receiving high attention and widespread concern from leaders at all levels. On January 30, 2000, the State Council issued Decree No. 279, "Regulations on the Quality Management of Construction Projects," which clearly defined a series of major issues related to establishing a new quality management system for construction projects under China's socialist market economy. Among these, the provisions on the implementation and supervision of national mandatory standards and penalties for violating national mandatory standards can be considered the strictest to date, breaking the traditional concept of relying solely on administrative management to ensure the quality of construction projects and beginning to adopt a path that emphasizes both management and technology. The promulgation and implementation of the "Regulations on the Quality Management of Construction Projects" provided a rare opportunity for the reform and development of engineering construction standardization. To ensure the implementation of the "Regulations on the Quality Management of Construction Projects," the Ministry of Construction organized experts from various departments under the State Council to systematically compile the "Compulsory Provisions for Engineering Construction Standards," which include fifteen parts such as urban and rural planning, urban construction, housing construction, industrial construction, water conservancy engineering, power engineering, information engineering, water transport engineering, highway engineering, railway engineering, petroleum and chemical construction engineering, mining engineering, civil defense engineering, radio, film, and television engineering, and civil airport engineering. These provisions compile the technical requirements that must be strictly implemented from the current national and industry standards of engineering construction, which directly involve the safety of people's lives, human health, environmental protection, and the public interest, requiring strict enforcement. After China joined the WTO at the end of 2001, engineering construction standardization received widespread attention from the entire society. Further improvement of the engineering construction standard system, accelerated formulation and revision of standards, and enhancement of the quality and technical level of engineering construction standards were necessary to provide a complete technical basis and rules for the operation, management, and trade of the construction market. At the same time, strengthening the implementation and supervision of engineering construction standards, especially mandatory standards, to ensure the quality and safety of construction projects, protect the lives and property of the people, safeguard human health, protect the environment, and other public interests, has become more urgent and important to fully leverage the role of engineering construction standardization. This book is written to meet the needs of engineering management personnel and technical personnel, to address the problems they may encounter in their practical work, and to better grasp the relevant provisions in engineering construction standards. Based on the original book "Practical Knowledge Q&A on Engineering Construction Standardization," it has been revised and rewritten. This book systematically provides detailed answers to potential problems in various aspects of engineering construction standardization, including basic concepts, historical development, fundamental theories, relevant policies and measures, the International Organization for Standardization (ISO), WTO, and the reform and development of engineering construction standardization in China, serving as a reference for peers to understand, learn, master, and apply engineering construction standardization.
