Therefore, it is necessary to systematically update concepts and resolve the complex operational issues in institutional innovation, which falls under the category of exploring new forms of public ownership. Compared to the former, the latter is more challenging and holds greater fundamental significance. The concept and operational chapters of this book are precisely centered around this core theme.
