Features: The book "Criminal Application of Laws Related to Public Health Emergencies—Centered on the SARS Event" focuses on the criminal law issues in the current SARS prevention and control process, but it is not limited to this alone. Instead, it is based on relevant legal norms such as the "Law on the Prevention and Control of Infectious Diseases," the "Emergency Response Regulations for Public Health Emergencies," and the "Criminal Law of the People's Republic of China," and provides a relatively comprehensive exploration of the criminal application and improvement of crimes related to public health emergencies, including the SARS event. The book is divided into three parts:
---
Part 1: Thematic Discussion
This section consists of 11 topics that examine crimes occurring during public health emergencies, combining their specific manifestations. It systematically studies the relevant specific criminal norms, the interpretation and application of related judicial interpretations, as well as the judicial principles and issues of legislative improvement.
---
Part 2: Case Analysis
Nearly 40 case topics are derived from nearly 100 media-reported typical cases for discussion and analysis. The book explains the relevant legal issues involved in these cases, including the distinction between crime and non-crime, the boundaries between different crimes, the forms of relevant crimes, and the specific circumstances of criminal punishment application. However, it should be noted that the cases reported in the media are not formal legal documents, and many cases lack detailed information. Most cases have not yet been concluded, and many have been handled through administrative penalties. In analyzing these cases, the book adheres to the principle of "focusing on the matter, not the person," emphasizing the clarification of legal issues. Therefore, based on research needs, some hypothetical premises are sometimes added, and in such cases, the conclusions drawn in the book may differ from the final outcomes of the cases. This should be specially explained to the readers.

Appendix: Compilation of Relevant Norms
This section is divided into two parts: one part lists the criminal norms and judicial interpretations related to public health emergencies, and the other part includes laws, administrative regulations, and departmental rules related to the prevention, control, and management of public health emergencies, for readers to consult and understand.
