Features: With the deepening of global economic integration and China's economic system reform, fixed-asset investment construction has achieved remarkable results in both scale and growth rate. The total investment in fixed assets across the society is expected to increase from 3.26 trillion yuan in 2000 to 4.3 trillion yuan by 2005. Industries closely linked to engineering construction, such as real estate, construction, and survey and design consulting, will further become hotspots in the socialist market economy. At the same time, with the diversification of investment and financing systems and the gradual implementation of project legal entity responsibility, coupled with China's impending entry into the WTO, the construction industry in China will face broader domestic and international development opportunities and fiercer market competition. People are increasingly recognizing that engineering consulting plays a significant role in driving economic growth in the knowledge economy. Therefore, facing the domestic and international markets of the new century, opportunities and challenges coexist, and the consulting service industry will undoubtedly enter a new period of development. In this process, only by continuously enhancing self-competitive capabilities can one achieve expected success in competition. The whole-process management of engineering construction projects must be carried out in accordance with its objective laws and the construction procedures in a step-by-step manner. For example: investment opportunity evaluation and planning, preparation of project proposals and feasibility studies (reports), design (or general), preliminary, technical design, and optimization, and construction drawing design and changes; preliminary preparation and procurement for construction; signing of contracts for subcontracting and project implementation; project acceptance and post-implementation evaluation, etc. Regarding investment control, it is generally accepted that the preliminary planning stage can control and implement optimization for 80% of the total project investment, while the project implementation stage can only monitor 20% of the total investment. Therefore, investment control must start from the project's preliminary planning stage, which is also the purpose of the author in compiling this series of books— "Preliminary Planning for Engineering Construction," "Contracting and Bidding in Engineering Construction," "Contract Texts for Engineering Construction," "Measurement Rules for Engineering Construction," "Quality Supervision for Engineering Construction." This series comprehensively elaborates on the policy and regulatory documents and implementation principles for project proposals and feasibility studies, the acquisition of "one book and two certificates" in various fields of engineering project construction; subcontracting and qualification standards for engineering survey and design (supervision, construction, materials, and equipment); construction projects (related) contracts and international engineering (FIDIC) contract conditions; measurement rules for construction and repair projects and project duration (real estate surveying and sales area of commodity housing, international and Hong Kong regional engineering); evaluation of construction quality and safety supervision (systems), quality supervision and approved use of construction materials (mechanical products), etc. The series is organized around the project construction process, with rich and detailed information, covering a broad scope, and can serve as a reference guide for construction owners (project legal entities), real estate companies, construction enterprises, investment (financing) institutions, project management (supervision) companies, drawing (calculation) review institutions, survey and design units, cost engineering consulting (bidding agency, quality supervision, overseas engineering consulting) institutions, and administrative departments. Additionally, it can be used as a reference for project managers, investment strategists, asset (real estate) appraisers, bidding agents, cost (drawing review, supervision, quality supervision) engineers, and other professionals in related fields, as well as students and trainees in relevant professional colleges (job training).
