II. Basic Safety Operation Knowledge
1. Individuals with hypertension, heart disease, epilepsy, acrophobia, or other diseases are not allowed to operate on scaffolding; work under the influence of alcohol is strictly prohibited.
2. When erecting scaffolding, safety harnesses must be worn, hard hats must be worn, soft-soled shoes must be worn, and pants and sleeves must be properly fastened.
3. During scaffolding setup, the supporting planks should be laid flat without any to prevent overall or localized settlement of the scaffolding.
4. Severely rusted, crushed, bent, or cracked steel pipes are strictly prohibited for use in scaffolding construction. Scaffolding couplers with cracks, deformation, or stripped threads must not be used.
5. Mixing steel pipes with outer diameters of 48 mm and 51 mm is strictly prohibited.
6. Tool bags must be provided for work at heights, and tools must be placed in the tool bags at all times.
7. Scaffolding must be erected in coordination with construction progress, and the height of each setup should not exceed two steps above the adjacent tie-in.
8. During scaffolding construction, operators must ensure the tightness of the couplers.
9. Personnel must use designated access routes for entering and exiting scaffolding; climbing scaffolding members is strictly prohibited.
10. Scaffolding planks must be securely fastened.
11. When working or walking on the work platform, be cautious of overhanging planks.
12. Scaffolding must be enclosed with safety netting. The work platform planks should be fully laid, and high 12-meter protective railings should be installed on the outside. A 18-cm-high toe board should be placed on the outer bottom.
13. The overlap length of diagonal bracing steel pipes should not be less than 1 meter and must be fixed using at least two swivel couplers. The edge of the cover plate of the end coupler should be at least 100 mm away from the pipe end.
14. Both ends of one-sided and open scaffolding must have tie-in members. The vertical spacing of tie-in members should not exceed the height of the building story and should not exceed 4 meters (2 steps).
15. Lower-level workers are strictly prohibited from resting under protective railings, platforms, or other barriers.
16. During cross-training, personnel engaged in vertical cross-training must not work on the same vertical line. The lower-level work position must be outside the potential falling range of upper-level work objects. If this cannot be met, isolation protection layers should be installed between the upper and lower levels.
17. Work at heights must be suspended during severe weather conditions such as or higher winds, heavy rain or snow, severe frost, or dense fog. After rain or snow, the surrounding environment must be cleared, and anti-slip measures must be taken before resuming work.
18. During the use of scaffolding, the longitudinal and transverse horizontal members, longitudinal and transverse rods, and tie-in members at the main connection points must not be removed.
19. When turning over scaffolding planks, two people must work from the outside in, in order. When turning over the last plank or the plank outside the last one, a safety harness must be securely fastened before operation.
