II. Basic Knowledge of Safe Operation
1. When multiple people transport reinforcing bars together, the start, fall, turn, and stop actions must be coordinated; reinforcing bars should be stacked evenly, neatly, and stably, avoiding excessive concentration to prevent tilting and collapse.
2. When transporting reinforcing bars near high-voltage line protection facilities, workers must ensure they do not step outside the protection facilities to avoid contact with high-voltage lines and accidents.
3. When binding reinforcing bars and installing reinforcing bar skeletons at heights (2 meters or above) or deep pits, scaffolding or operating platforms must be set up, and protective railings must be installed at the edges.
4. "Clean up after finishing" must be done well, and reinforcing bars must not be stored on scaffolding.
5. When binding side columns, outer walls, eaves, and ring beams of high-rise buildings, reliable footholds must be provided, and protective railings and safety nets must be installed at the edges.
6. When hoisting reinforcing bar skeletons, they must be securely bundled, with hoisting points at both ends of the bar bundles; no one should stand under the hoist during operation; when lowering, people must only approach when the skeleton is within 1 meter of the floor, and the hoist can only be released after it is properly supported.
7. Do not stand on reinforcing bar skeletons or climb them; do not operate with suspended panels; column and beam skeletons must be secured with temporary supports to prevent tipping.
8. The working area of the resistance welding machine should be solid and dry, with stable and firm installation and reliable grounding. Wiring insulation must be good; when operating, protective goggles and insulated gloves must be worn, and workers must stand on insulated boards; work sheds must be constructed with fireproof materials, and flammable or explosive materials must not be stored inside. Firefighting equipment must be available.
9. Protective barriers must be installed at the ends of cold-drawing winches. Protective railings, barriers, and warning signs must be set up in the cold-drawing area, and operators must stay at least 2 meters away from the reinforcing bars during operation; must not stay in this area.
10. Cold-drawn reinforcing bars must be securely clamped, and the start signal must only be given after all personnel have left the danger zone. If sliding or other abnormal conditions occur during the stretching process, the machine must be stopped first, the reinforcing bars must be relaxed, and then inspection or operation can proceed.
11. Cold-drawing machines must not use reverse switches; braking devices must be in good condition, and cold-drawing clamps and winch ropes must be checked before use.
12. When cutting materials with a cutting machine, the distance between hands and the blade must be at least 15 centimeters, and materials must not be fed when the moving blade advances.
13. When cutting short reinforcing bars with a length of less than 40 centimeters at the hand-holding end, they must be clamped with sleeves or pliers and not fed by hand.
