Features: The new "Model" is revised significantly based on the Decree of the State Planning Commission and seven other ministries on the "Temporary Provisions on the Evaluation Committee and Evaluation Methods," the "Methods for Construction Project Construction Bidding and Tenders," the "Administrative Measures for Highway Project Construction Bidding and Tenders" of the Ministry of Communications, and the "Work Rules for the Highway Project Construction Bidding Evaluation Committee." The revisions clarify the content of preliminary review and detailed review, and define the handling methods for major deviations and minor deviations. In accordance with relevant state regulations, the new "Model" also adds mandatory engineering construction standards and newly issued national codes for cement and steel, among others, and supplements and improves content related to environmental protection, soil and water conservation, and greening projects. The new "Model" is divided into three volumes: the first volume includes the format of the invitation to bid, the instructions to bidders, the general terms of the contract, and the special terms of the contract; the second volume is the technical specifications; the third volume includes the format of the bid and bid security, the bill of quantities, the format of the bid annex, the format of the contract agreement, the format of the performance security, and the format of the construction organization design proposal.
