The development of Ci poetry from folk tunes to literary Ci was a phenomenon of the Tang Dynasty. Most authors of the Flower Garden Collection were officials or natives of Western Shu. During the turbulent late Tang and Five Dynasties period, Western Shu remained relatively stable. In such a relatively peaceful environment, rulers indulged in sensual pleasures, lived extravagantly, and moral standards declined.
The "Flower Garden Collection" is a Ci anthology compiled by Zhao Chongzuo of Later Shu. It includes the works of 18 Ci poets from the late Tang to the Five Dynasties, totaling 500 poems, divided into ten volumes. Among the 18 poets, Wen Tingyun, Huangfu Song, and He Ning were not associated with Shu, while the remaining 15 were active in Western Shu during the Five Dynasties and Ten Kingdoms period. Some were born in Shu, while others served as officials there. This group of Western Shu poets deliberately imitated Wen Tingyun's elegant and sensual style of Ci, characterized by depicting the daily life and emotions of women in secluded chambers. They engaged in mutual exchanges, forming the Flower Garden Ci school.
