The combination of all internal and external pressures makes the setbacks and pains of modernization inevitable, but they can be mitigated. The key to reducing setbacks and pains lies in the quality and decision-making of modernization leaders, which depends on the courage and leadership skills of rulers. Therefore, when examining the history of modernization, it becomes a matter of utmost importance to objectively evaluate and summarize the experiences and lessons of rulers in different countries in governing.
