Features: This book, since its first edition in three volumes in 1956, has been dedicated to revealing the foundations and principles of administrative law from various aspects of administrative practice. Therefore, it is not only suitable for study and research but also for practice in administration, law, and the judiciary. Currently, translations into Chinese and Portuguese are underway, which will contribute to comparative studies in administrative law.
Volume I of this book studies the foundations of administration, administrative law, and administrative science. Volume II examines administrative activities, administrative procedures, state compensation, and public property. Volume III focuses on administrative organization law and administrative supervision law. Volume I has been fully revised and published in 1999. Here, deep gratitude is expressed to the assistants, whose hard work and tireless efforts made the timely publication of this book possible. First and foremost, I would like to thank my secretary, Merle Rossdeutscher, for her great patience in typing the manuscript and proofreading it. My academic collaborator, Bernhard Kittler, undertook the heavy and time-consuming editorial work and participated in the entire process of this book as much as possible, especially in the tedious proofreading of abbreviations and current regulations. My academic collaborator, Wei?eke Gerking, provided significant support with his timely and excellent editorial work, responsible for revising the index, adding internet addresses, and changing the coding. In the area of "Electronic Data Processing and Administration," I would like to thank my academic collaborator, Stefan Bals, who also provided material from the perspective of "Modern Control Models." My academic collaborator, Gerrit Brauser—Jung, is responsible for rearranging the literature at the beginning of each chapter and participated in the proofreading of some abbreviations. My teaching assistant, Dr. Martin Müller, provided material on Dutch administrative law, reviewed the literature, and proofread sections 2 to 4 of paragraph 33. My student assistants, Tobias Ernst and Inga Mohrdieck, cooperated in compiling the index, conducting internet searches for regulations, and proofreading regulations, especially in the copying of materials. All academic partners participated in the writing and proofreading of the manuscript and contributed to this book.
