Features: Since the publication of the first volume of Journal of Constitutional and Administrative Law, edited by the Research Center for Constitutional and Administrative Law, Renmin University of China, it has garnered widespread attention from all sectors of society and achieved positive social effects, providing another research platform for the field of constitutional and administrative law. Based on extensive solicitation of opinions and suggestions from various parties, and after more than half a year of planning and editing, the second volume of Journal of Constitutional and Administrative Law is now presented to a broad readership. This volume has undergone significant adjustments to its column design. While retaining the existing "Theme Symposium" and "Special Articles on Constitutional and Administrative Law," it has introduced three new sections: "Overseas Perspectives on Constitutional and Administrative Law," "Doctoral Forum," and "Legislative Research and Recommendations." The content is more diverse, and the format aims for innovation. The "Theme Symposium" in this issue focuses on the hot topic of human rights and fundamental rights. The fourth constitutional amendment has incorporated the phrase "the state respects and safeguards human rights" into the Constitution, which undoubtedly holds significant and far-reaching implications for China's constitutional development and has attracted widespread attention from the constitutional law community. The "Doctoral Forum" is a special section set aside for doctoral students to share their insights and expertise.
