Features: Rural water conservancy is a vital infrastructure for agricultural and rural economic development, yet it remains a weak link in current rural infrastructure. Due to long-term underinvestment and the lack of clear management entities for projects (especially small-scale farmland water conservancy projects), the construction and management of rural water conservancy have lagged far behind the needs of rural economic and social development. To build a new socialist countryside, the core focus must remain on developing production, continuously improving rural comprehensive production capacity, and enhancing farmers' living and production conditions. With the enhancement of national strength and increasing financial resources, the country has the capacity to strengthen support for farmland water conservancy construction, reinforce its foundational role in rural areas, and create new development opportunities for rural water conservancy. How to better serve the construction of the new countryside, according to a decision made by the Ministry of Water Resources Party branch, will focus on the following key areas:
- Prioritizing the improvement of rural drinking water security, placing the resolution of rural drinking water issues at the forefront;
- Addressing safety hazards in disease-prone and hazard-prone reservoirs by continuing to strengthen the reinforcement and safety improvement of rural reservoirs;
- Enhancing agricultural water use efficiency and grain production capacity by continuing to expand the construction and water-saving transformation of key large and medium-sized irrigation districts;
- Exploring new mechanisms for farmland water conservancy construction to mobilize farmers' participation in construction and management, accelerating the development of small-scale farmland water conservancy projects;
- Improving production, living conditions, and ecological environments in rural water erosion areas by vigorously promoting eco-clean small watershed construction;
- Expanding pilot programs for small hydropower to replace fuel by actively and scientifically developing rural hydropower.
