Features: This book primarily conducts a detailed description and analysis of the debt levels, debt risks, debt structures, and the distinctive characteristics of rural debt in central and western regions of China through case studies of 5 counties (cities), 11 townships, and 21 administrative villages. It explores the relationship between rural debt and township fiscal systems, the relationship between rural debt and administrative management systems, and the impact of rural debt on rural socio-economic development. The book also describes and evaluates the approaches, methods, and effectiveness of some local efforts to resolve rural debt, provides a fundamental assessment of the current rural debt issue, and proposes policy recommendations to address rural debt problems. The book authentically records the actual state of rural debt in China, reflecting to some extent the problems in rural governance during the transition period. It was completed after the authors spent 2 years conducting field investigations in rural areas, based on a substantial amount of hand-collected data and materials, which are detailed and systematic. The book focuses on structural analysis of rural debt and comparative research on the characteristics of rural debt structures in central and western regions, which helps to better understand the mechanisms behind rural debt generation and formulate differentiated policies.
