Features: According to the technical standard formulation and revision plan issued by the Ministry of Water Resources in 1997, this code was developed based on the Design Guidelines for Concrete-Faced Rockfill Dams (DL5016—93) (hereinafter referred to as the original guidelines), incorporating more than ten years of domestic and international construction experience and scientific research achievements to revise and supplement the original guidelines. The main contents of this code include: the layout of concrete-faced rockfill dams and related spillways and water release structures; detailed zoning of rockfill or gravel materials in the dam body; material properties and filling quality standards of the dam body; dam body design and calculations; excavation and treatment of dam foundations and slopes; design of concrete toe slabs and face panels; waterstop design for various joints such as peripheral joints and vertical joints; phased construction and heightening of existing dams; and basic requirements and specifications for prototype observation layout design. The main revisions and supplements to the original guidelines are as follows:
1. The scope of application has been revised to be applicable to the design of concrete-faced rockfill dams with dam heights of 70 meters or more and classified as Class 1, 2, 3, or lower.
2. A chapter on terms and symbols has been added to unify graphical notations.
3. The original guidelines' provisions that high concrete-faced rockfill dams are not suitable to be built on gravelly foundation ground have been modified.
4. The use of excavation materials from the hydraulic project and near-dam stone or gravel materials as dam body fillers has been emphasized to improve technical and economic effects.
5. The requirements for toe slab foundation have been broadened. In addition to weakly weathered rock layers, with specialized justification and engineering measures, toe slabs can also be built on weathered fractured or soft bedrock. Basic requirements for adopting concrete cutoff walls and placing toe slabs on gravelly layers have been proposed.
6. Basic requirements for stability analysis and finite element method calculations for dam body stress and deformation have been added.
7. Requirements for dam crest structure design, seismic measures for the dam body, and seepage control for gravelly dam bodies have been added.
8. Standards for determining the thickness of concrete face panels, technical specifications for raw materials and mix proportions, and crack prevention measures and requirements for face panels have been supplemented. Waterstop design for peripheral joints has been appropriately simplified, and requirements have been broadened.
9. General observation items have been simplified, and optional observation items have been added.
