Features:
1. By the end of 2003, there were 660 cities in 31 provinces, autonomous regions, and municipalities (excluding Taiwan Province). This annual report summarizes data from 658 cities. Huaiyang City in Guangdong Province was merged with other cities but still reported separately in the tables; data from Lechang City in Guangdong Province was not included in this annual report but is covered in the county-level report; Dingxi City in Gansu Province and Zhongwei City in the Ningxia Hui Autonomous Region, newly established as cities, did not report tables.
2. The statistical scope of this annual report is divided into two categories:
1. For cities at the prefecture level and above, the statistical scope covers the urban administrative districts, including the municipal seat and planned areas with established towns.
2. For county-level cities, the statistical scope covers the planned urban areas, based on the current urban status, including the municipal seat and planned areas with established towns. Established towns outside the planned urban areas are excluded. The statistical scope for municipal-level established towns covers areas where the town government is located and has resident-based administrative structures.
3. The data in this annual report is divided into two main parts: comprehensive data and professional data. The comprehensive data covers the entire society, while the professional data includes water conservation, national-level scenic areas (covering the entire society), and other professional tables, which are categorized into the entire society, enterprises, and non-professional management or non-professional management.
4. The per capita level and coverage rate of municipal public utility facilities are calculated based on the urban population.
5. The urban population data is provided by local public security departments. The population density indicator is calculated by dividing the urban population by the urban area. The drainage pipeline density and built-up area green coverage indicators are calculated based on the built-up area.
6. The statistical scope of urban construction fixed-asset investment covers the entire society, referring to investments in municipal public utility infrastructure projects with a single project investment amount exceeding 50,000 yuan, excluding residential and other investments. In 2003, the country completed 446.2 billion yuan in urban construction fixed-asset investment, an increase of 42.9% over the previous year. A total of 255.3 billion yuan in new fixed assets were added, with a fixed-asset delivery rate of 57.2%.
7. Due to the inability to distinguish between urban and county-level towns in Beijing, the data for county-level towns has been included in the urban reports.
8. In 2003, there were 177 national-level scenic areas, and this annual report summarizes data from 113 of them; the remaining areas did not report tables.

1. Grouped by the scale of urban non-agricultural population.
2. Grouped by urban geographical location.
