Features: The People's Republic of China National Standard (GB/T15498—1995) explicitly states, "Any enterprise should establish an enterprise standard system centered on technical standards, including management standards and work standards," and "The enterprise standard system is an important component of modern enterprise management." The document issued by the State Power Corporation regarding the creation of first-class power grid dispatching institutions also regards the establishment of an enterprise standard system as a condition for first-class power grid dispatching institutions. Among the three standard systems, technical standards hold the dominant and core position. The technical standards for power dispatching issued by national and industry authorities serve as the foundation for establishing a standard system for dispatching institutions, embodying the crystallization of years of experience in power dispatching technology, and are mandatory for power dispatching work to strictly follow and conscientiously implement. To enhance the standardization level of power grid dispatching in China, we have compiled and published national and industry standards related to power dispatching into a book titled "Compendium of Power Dispatching Technical Standards" (hereinafter referred to as "The Compendium"). To ensure that this "Compendium" meets the requirements of completeness, accuracy, and practicality, the compilers extensively reviewed and collected various standards, guidelines, regulations, procedures, and specifications issued by national and industry authorities, referred to the "Technical Standard System Table" of Hunan Power Dispatch and Communication Bureau and other units, and conducted careful selection, classification, verification, and editing. Some standards were updated to their latest versions, and obsolete standards were cleared and removed. To reflect recent domestic efforts in standardization, trial drafts of procedures and specifications that had not yet been issued as standards but had been formulated were also compiled and organized. The "Compendium" collects standards and documents issued before the end of 1998. The standards in the "Compendium" are categorized and arranged according to their content, rather than by standard code or year of issuance. All standard names and codes in the "Compendium" adopt the latest versions of the officially issued standards. However, the year codes in the references to other standards mentioned in each standard text may not be the latest. Readers are advised to pay attention when using them. The "Compendium" is published in five volumes: Volume I is General Standards, Volume II is Technical Standards for Power Dispatching and Operation Modes, Volume III is Technical Standards for Relay Protection and Safety Automatic Devices, Volume IV is Technical Standards for Power Communication, and Volume V is Technical Standards for Power Grid Dispatching Automation and Informatization.
