Features: "Civil Building Indoor Environmental Pollution Control Standards" is a fundamental regulation established by the Ministry of Construction as part of its major initiative to regulate indoor environmental pollution. In early August 2000, the Ministry of Construction commissioned the Henan Provincial Department of Construction to serve as the lead editor, with the specific preparation work carried out jointly by the Henan Provincial Academy of Building Research, Suzhou Health Testing Center, National Construction Engineering Quality Supervision and Inspection Center of China Academy of Building Research, Henan Provincial Radiation Environment Monitoring and Management Station, Suzhou Urban Construction and Environmental Protection College, Nankai University, Tsinghua University, and other institutions. In August 2001, a national review meeting was organized in Zhengzhou, where experts from various fields—including construction, health, quality supervision, environmental protection, building materials, chemical industry, forestry, and light industry—along with renowned university experts, conducted a comprehensive review of the standard. In November 2001, the Ministry of Construction approved the standard, which was then jointly issued by the Ministry of Construction and the General Administration of Quality Supervision, Inspection and Quarantine. It took effect on January 1, 2002. The standard focuses on design material selection, material entry inspection, and completion acceptance indicators, targeting the control of radon, formaldehyde, benzene, ammonia, and total volatile organic compounds (TVOC)—which have significant impacts on human health. It provides clear regulations for various factors that may threaten indoor environments, such as building materials, decoration materials, and outdoor environments, tailored to different building functions, users, and usage conditions. This serves as a practical technical basis for the design, construction, acceptance, and supervision of indoor environmental quality in civil building projects and interior decoration. Currently, management systems for building interior decoration and environmental quality control are being formulated, with their implementation scheduled to be released in the near future.
