Quality, cost, and schedule are eternal themes in engineering construction management, especially cost engineering, which involves both engineering technology and engineering economics, requiring interdisciplinary knowledge for control and management. Due to the long-term influence of China's planned economy system, engineering technicians often overlooked or gave no consideration to cost engineering, a situation that, while improved significantly over the two decades of reform and opening-up, still persists today. The current low professional standards of cost engineering practitioners and the disconnect between engineering technology and economics remain undeniable facts, contributing to suboptimal investment and enterprise efficiency. Under the circumstances of establishing and developing a socialist market economy in China, cost engineering control and management have gained increasing attention from builders and contractors, making it a popular profession in the field of engineering construction. Against this backdrop, the authors, responding to the needs of the times, have compiled this training textbook for cost engineering professionals after carefully summarizing over a decade of experience in qualification certification exams for engineering budgeting personnel. This textbook is designed to adapt to the development of the socialist market economy and the comprehensive cost engineering management of construction projects. The authors are seasoned cost engineering experts with nationwide influence and extensive practical experience in cost engineering.
This textbook is practical, comprehensive, rich in content, and covers a broad scope, systematically and clearly explaining the fundamental theories of cost engineering. Following the National Standard "Guidelines for Bill of Quantities and Pricing of Construction Projects" (GB50500-2003) issued by the Ministry of Housing and Urban-Rural Development, it provides complete and practical examples for calculating project costs. Detailed discussions are provided on the determination and control of cost engineering for various disciplines, including building construction, decoration engineering, installation engineering (covering general equipment, fire protection, heating and ventilation, process pipelines, gas pipelines, electrical equipment, strong current, weak current, automation control instruments, and safety and security), municipal engineering (including urban infrastructure, roads, and bridges), and landscape greening engineering. Topics such as the proposal of bill of quantities, quantity calculation, the generation of comprehensive unit prices, and the calculation of regulatory fees are thoroughly addressed, catering to the needs of different cost engineering professionals and various management stages, such as budget control (bid base), bid pricing, and completion settlement. Through systematic and complete engineering examples, the textbook is highly operational, emphasizing the development of hands-on skills for cost engineering professionals.
The publication of this textbook not only meets the practical needs of qualification entry for cost engineering professionals but also promotes the improvement of their professional competence, market adaptability, and the quality of cost engineering work. This will play a positive role in safeguarding the public interests of national and social engineering construction in terms of technology and economics, reasonably determining project costs, and standardizing cost pricing practices.
In addition to serving as a training textbook for cost engineering professionals, this textbook can also be used as a reference for business work by construction project owners, design institutes, cost engineering consulting firms, tendering agencies, construction enterprises, and cost engineering personnel in administrative departments. It can also serve as a teaching reference for relevant universities and colleges specializing in cost engineering management.
It is hoped that the publication of this textbook will contribute effectively to the improvement of cost engineering professionals' expertise and the determination and control of comprehensive cost engineering in construction projects, thereby enhancing investment efficiency.
