To support the vocational skill assessment work of power supply enterprises nationwide and meet the needs of power supply and distribution personnel for skill assessment and daily work, the Urban Power Supply Committee of the China Society of Electrical Engineering and China Electric Power Press, in accordance with the "Vocational Skill Assessment Specification for the Power Industry of the People's Republic of China" and relevant codes and standards, combined with the actual production conditions of power supply and distribution, organized the writing of a set of "Vocational Skill Manuals for Power Supply and Distribution Workers." This is a reference book for production personnel of power supply and distribution enterprises nationwide to use in daily work and on-site operations.
This set of manuals was developed after thorough discussion and collective recommendations by power supply and distribution experts. Approximately 20 experts with solid theoretical foundations and rich practical experience, recommended by influential industry enterprises, were appointed as chief editors for each sub-series. With the support of relevant organizations, the writing and review teams worked diligently to complete the development and review of these manuals.
This set of manuals covers more than ten major occupations in three professional areas—line operation and maintenance, substation operation and maintenance, and commercial power supply—as specified in the vocational skill assessment specifications. Specifically, it includes: Transmission Line Worker, Distribution Line Worker, Power Cable Worker, Internal Wiring Installer, Substation Live-line Maintenance Worker, Substation Maintenance Worker, Transformer Maintenance Worker, DC Equipment Maintenance Worker, Substation Attendant, Relay Protection Technician, Electrical Testing Technician, Electrical Measurement Instrument Technician, Power Consumption Inspector, Meter Installer, Energy Meter Repair Technician, and Energy Meter Calibration Technician, among others.
The content of these manuals largely corresponds directly to the requirements of the relevant occupational "Vocational Skill Assessment Specifications." It takes the intermediate-level assessment content in the specifications as a starting point, extending to primary-level, advanced-level, and technician-level assessments. Additionally, it fully considers important knowledge frequently referenced by on-site personnel outside the specifications, as well as the application of new equipment, technologies, and processes. Therefore, the content positioning of these manuals reflects the practical needs of on-site work.
These manuals highlight the "manual" feature, condensing and refining the knowledge requirements of the skill assessment specifications while extracting key points and essential content from the skill requirements. On one hand, this aims to make the manuals easy to consult and understand, facilitating on-site use. On the other hand, it seeks to strengthen the foundation of vocational skill assessments in daily work and improve the technical proficiency of production personnel.
The writing of these manuals was greatly supported by organizations such as Hebei Electric Power Company, Beijing Electric Power Company, Shanghai Jiulong Power Technology Co., Ltd., Taiyuan Power Supply Bureau, Zhengzhou Electric Power Bureau, Shanghai Cable Transmission and Distribution Company, Shanghai Ultra-High Voltage Transmission and Transformation Company, Shanghai Electric Power Company Meter Factory, and Shanghai Electric Power Transformer Repair and Manufacturing Co., Ltd. Sincere gratitude is expressed to these organizations.
