Features: Under the commission of the National Development and Reform Commission, China Electric Power Planning & Research Institute, based on the 2002 Horizontal Limit Design Control Indicators, utilized recent budget and cost data for power generation, transmission, and transformation projects. The 2002 edition of the "New Preliminary Estimate Regulation" fee standards, the "Power Engineering Construction Preliminary Estimate" issued by the State Economic and Trade Commission in April 2002 (revised in 2001), the "Power Engineering Construction Budget, Volume 6: Commissioning" released by the China Electric Power Enterprise Association in July 2002 (revised in 2002), and the 2003 equipment and material prices (Beijing region) were adopted to compile the reference cost and adjustment indicators for conventional coal-fired thermal power plants, transmission, and transformation projects (2003 level), as well as settlement cost indices. Additionally, the reference cost for 300 MW gas-steam combined cycle power generation units and 500 kV/3000 MW converter stations were provided. This reflects the 2003 cost level of power generation, transmission, and transformation projects and the cost changes from 2002 to 2003. Some adjustment modules were added based on actual project conditions, and the reference electricity prices were adjusted. The reference electricity price indicators are applicable to 300 MW and 600 MW coal-fired units, 300 MW gas-steam combined cycle power generation units, and 220 kV~500 kV transmission and transformation projects. This book is intended for investment, design, and management personnel of the above projects to use as a reference.
