Features: The period of this yearbook covers the entire year of 2003, with a few important contents from 2002 that were not included also added, arranged in order as the eighth volume. The framework structure consists of three levels: sections, columns, and entries. After soliciting opinions from multiple parties, the editorial committee approved a total of 22 sections, 91 columns, and over 600 entries for this volume. Each section is listed on a separate page, while columns and entries are displayed in full-width and double-column formats with different background grids for emphasis. This yearbook is a specialized industry yearbook, primarily aimed at engineering technicians, teachers and students, and leaders and experts at all levels in the national hydropower industry involved in surveying, planning, design, research, construction management, construction, consulting, equipment manufacturing, production operation, and teaching in universities and colleges. The editing of this volume is guided by the spirit of the 16th National Congress of the Communist Party of China and the important thought of "Three Represents," in line with the state's strategic policy of actively developing hydropower. With a spirit of keeping pace with the times, it strives to comprehensively and accurately reflect the achievements and technological progress of China's hydropower industry during the period of 2003, ensuring that "major events are not missed and minor details are not included," thereby better serving the hydropower industry. This volume maintains a relatively stable framework structure. To authentically reflect the state of hydropower construction in China and its development, a separate section on "The Three Gorges Project" is included to highlight the great achievements of China's hydropower construction; a section on "Scientific Research and Technological Innovation" is compiled to gather top-tier technologies and advanced experiences in hydropower construction; and a section on "Electric Power System Reform" is included to reflect the new landscape and progress following the deepening reform of the electric power system. In addition to the original professional sections, new sections such as "Pumped Storage Power Stations," "Hydropower Resource Review and Basin Development," and "Planning and Progress of the South-to-North Water Diversion Project" have been adjusted and added to reflect the recent developments in hydropower construction. For convenience in reference, this volume still includes a separate section on "Statistical Data." The section on "Rural Hydropower and Electrification" in this volume, in addition to selecting relevant articles from 2003, also compiles and selects historical data provided by the Rural Hydropower and Electrification Development Bureau of the Ministry of Water Resources to reflect the development history of rural hydropower in China. The articles in this yearbook are the responsibility of their authors, and the content, data, materials, and illustrations of each entry are reviewed by the contributors and relevant organizations. The editing of this volume is managed under the chief editor system. The chief editor is responsible for the design of the overall framework structure, soliciting opinions, drafting, and preliminary review, while the editors of each section are responsible for collecting, processing, and organizing the articles. The chief editor of this volume is Bing Fengshan, with deputy chief editors including Mao Yajie, Huang Jinghu, Wang Dongdi, and Dai Huichao. The editors of sections such as "The Three Gorges Project," "West-to-East Power Transmission," "Hydraulic Engineering Design," and "Production Operation and Dam Safety" (Dam Safety part) are Huang Jinghu; the editors of sections such as "Engineering Surveying," "Civil Construction," "Environmental Protection and Resettlement of Dam Residents," "Hydropower Construction Management," and "Benefits of Hydropower Projects" are Wang Dongdi; the editors of sections such as "Special Features," "Electric Power System Reform," "Rural Hydropower and Electrification," and "Hydropower Resource Review and Basin Development" are Cai Mingchang; the editors of sections such as "Mechanical and Electrical Equipment and Metal Structures," "Production Operation and Dam Safety" (Production Operation part), "Planning and Progress of the South-to-North Water Diversion Project," and "Technical Standards and Publication of Science and Technology Books" are Chang Zhaotang; the editors of sections such as "Scientific Research and Technological Innovation," "International Cooperation and Technical Exchange," "People, Organizations, and Academic Groups," and "Statistical Data" are Lu Jian; the two sections "Pumped Storage Power Stations" and "Chronicle of Major Events" were written and edited by Bing Fengshan. The English translation of the table of contents was done by Chen Bingliang and Li Jianguo. This volume adheres to the seriousness of politics, the accuracy of history, and the comprehensiveness, scientificity, practicality, and continuity of content, taking responsibility for history and future generations. During the editing process, efforts were made to ensure that the materials were detailed, the language was standardized, and the text was concise.
