Features: To standardize the management of safety operations in highway maintenance in China, the Ministry of Transport issued a notice in 1998 regarding the compilation of the "Adjusted Highway Maintenance and Repair Safety Operation Procedures." Shanghai Highway Administration served as the chief compiler, with Tongji University as a participating compiler, for this procedure. Later, in line with the spirit of Public Management No. 098 of the Highway Department of the Ministry of Transport (1998), the name of the procedure was changed to "Highway Maintenance and Repair Operation Safety Procedures." Now, in accordance with the spirit of Public Notice No. 288 of the Ministry of Transport on the Release of the Highway Engineering Standard System (2002), the name of the procedure has been officially designated as "Highway Maintenance Safety Operation Procedures" (hereinafter referred to as "Procedures"). This "Procedures" was compiled on the basis of extensively collecting relevant data from domestic and international sources, summarizing practical experiences in China's highway maintenance and repair, absorbing relevant research achievements, and multiple consultations with experts. This "Procedures" is divided into 10 chapters and 17 sections, totaling 110 articles. The main focus of the compilation is on the following three aspects: (1) safety in maintenance and repair operations related to transportation; (2) fully considering regional differences in China's highway maintenance and repair; (3) considering the development perspective in highway maintenance and repair operations.
