Features: To strengthen the management of tendering and bidding for highway engineering survey and design, promote the standardization, proceduralization, and normalization of tendering and bidding activities in highway engineering survey and design, the Highway Department of the Ministry of Communications organized the compilation of the "Model Prequalification Document for Highway Engineering Survey and Design Tendering" and the "Model Tender Document for Highway Engineering Survey and Design Tendering." The preparation of the two model documents was based on the "Highway Law of the People's Republic of China," the "Bidding and Bidding Law of the People's Republic of China," and the "Contract Law of the People's Republic of China." Starting from the actual conditions of highway engineering survey and design, the documents summarized the experiences and lessons learned from tendering and bidding activities across various regions, widely solicited opinions from transportation authorities, construction, design, and quality supervision units, underwent multiple discussions, and were tested in the tendering and bidding of survey and design for some key highway construction projects. Finally, the model documents were approved and passed by the Model Document Appraisal Committee.
