Features: The Syllabus for College English Test Band 8 was published in 1997. The syllabus has played a positive role in standardizing the Band 8 test, establishing its authority, fairness, and scientificity, and promoting teaching reform in English majors. In 2000, after approval by the Ministry of Education, the Syllabus for English Teaching in Higher Education Institutions began to be implemented. The 2000 edition of the teaching syllabus proposed new requirements and standards for the cultivation of English major talents, curriculum design, teaching requirements, and teaching principles. To implement the 2000 edition of the teaching syllabus, it was necessary to revise the 1997 edition of the test syllabus. For this purpose, the English Group of the Advisory Committee on Foreign Language Teaching in Higher Education Institutions established the Revising Group of the Test Syllabus at the end of 2002. The members of the revising group included: Zou Shen (Shanghai International Studies University), Zhong Meisun (Beijing Foreign Studies University), Chen Jianping (Guangdong University of Foreign Studies), Qin Xiubai (South China University of Technology), Zhu Yongsheng (Fudan University), and Li Shaoshan (Luoyang Military Academy of Foreign Languages). Based on extensive research, the revising group drafted a draft of the new test syllabus for comment in June 2003. After soliciting opinions from nearly 100 institutions' representatives and experts from July to December, the revising group revised the draft for comment. By the end of the same year, the revising group discussed and approved the new Band 8 test syllabus. In 2004, the English Group's annual meeting reviewed and approved the test syllabus, which was then submitted to the Higher Education Department of the Ministry of Education and the Advisory Committee on Foreign Language Teaching in Higher Education Institutions. The publication of the Syllabus for College English Test Band 8 (2004 Edition) will help the Advisory Committee on Foreign Language Teaching and the English Group understand students' English proficiency, check the implementation of the teaching syllabus, evaluate teaching quality, and promote teaching reform.
