Features: Luo Xibei, former President and Party Secretary of the former Hydroelectric and Water Conservancy Planning and Design Institute, passed away in Beijing on November 17, 2005, at the age of 79. The domestically produced anti-Fascist film "Red Cherry," which achieved a box office of 40 million yuan, tells the story of two Chinese children during World War II, the Soviet-German War. The boy in the film, the "black messenger" Luo Xiaoman, who was specifically tasked with delivering death notices, was based on the recently deceased Luo Xibei. To express respect and remembrance for Comrade Luo Xibei, and to help the broader hydroelectric workers better understand and learn about his revolutionary spirit and academic achievements, the China Society of Hydroelectric Engineering has compiled and published articles and related materials in memory of Comrade Luo Xibei under the title "Commemorative Collection of Luo Xibei." The contents of the collection mainly include: Xinhua News Agency's report on Comrade Luo Xibei's passing; a biographical sketch and chronology of Comrade Luo Xibei; some work and life photographs; eulogies from the organization; inscriptions from friends; commemorative articles from classmates and colleagues; relevant articles from newspapers and magazines, etc.
