The author believes that in Jiang Zemin's framework, Deng Xiaoping's theories of institutional construction and system reform have evolved into a new approach for building political civilization. This represents both a comprehensive inheritance of Deng Xiaoping's institutional construction ideas and a comprehensive innovation of them. By examining the construction of political civilization in relation to institutional construction, the author vividly highlights the crucial role of political civilization in the overall development of socialism with Chinese characteristics.
