Features: How to view the reform of the NPC (National People's Congress) and its implications for future Chinese politics? The author believes that the reform of the NPC cannot rely solely on political enthusiasm and passion; it must have a solid political foundation and practical political techniques. From this perspective, the reform of the NPC and the difficult start of China's constitutional construction should first consider the institutional and non-institutional goals of future Chinese political civilization. Although this book is merely a partial summary of academic exploration on the topic of "comparative parliaments" during the author's studies in the United States several years ago, if there is a sincere desire to contribute even a small effort to the development of future Chinese political civilization, it is not afraid of the criticism of "scratching an itchy spot on a person's boot" and dedicates it to the readers.
