Features: The author chose "local" because studying the various issues of the central-level people's representative system was too difficult and politically sensitive. On June 16-17, 1999, the research team held a symposium on the local people's representative system at the Institute of Law, Chinese Academy of Social Sciences in Beijing. The content of this book is mainly selected from the research reports and conference papers of the research team.
