Where to make an appointment for phimosis in children?

Patient's question:

My sister's son's penis is a bit too long now, 2.4 cm longer than others. I've noticed that the baby also has a bit of phimosis and there's a bit of splitting when he urinates, and the urethra has also become infected, which is very painful. Now we are worried about going to the hospital.
What kind of help do we want: What department should we go to in the hospital for the child's phimosis? How is it treated?

Doctor's answer:

Penis foreskin, phimosis urology. Balloon dilation surgery, before the dilation procedure, anesthetic drops are applied to the external urethral meatus. After 2-3 minutes, a disposable balloon catheter is used to separate the adhesion between the foreskin and the glans penis. Then, the foreskin is retracted, and any accumulated smegma is thoroughly removed. A small amount of ointment is applied, and finally, the foreskin is returned to its original position, covering the glans penis. Post-surgery, a re-examination and reapplication of medication are performed on the second day. Afterwards, maintaining local hygiene and regular cleaning can prevent re-adhesion.
