Features: The 2005 Annual Meeting of the China Society of Criminal Law will be held in Wuhan, Hubei Province, from October 28 to October 30, 2005. As an annual academic exchange conference for criminal law, this year's meeting has preliminarily set three major topics: research on the discretion system of punishment, research on dereliction of duty crimes, and issues related to the "Criminal Law Amendment (V)." These topics are closely related to the practical needs of China in building a harmonious society. The Criminal Law Society originally set the deadline for submissions on May 30, 2005, but it was postponed to June 20 due to certain reasons. A total of 324 papers were received for the annual meeting, amounting to over 3.1 million words. Due to the limitations of the publisher's scale, we had to make significant reductions to the submitted papers. During the editing process, in addition to the council members of the society, only the best papers submitted by other authors could be selected. In line with the principle of one paper per author, if one person submitted multiple papers, we could only choose one of them. According to the arrangement of the topics for this year's meeting, the 2005 annual paper collection is divided into two volumes: Volume I is "Research on the Punishment System"; the second volume is "Research on Practical Issues."
