Fragment: In China, the ratio of scientific research achievements to be transformed into practical applications is less than 20%. That is to say, about 80% of research achievements cannot be transformed into productivity in the short term. Statistics show that there are approximately 80,000 independently economically accountable state-owned enterprises in China, among which more than half of the larger ones (over 19,000) do not even have research and development institutions. Even those that do are mostly engaged in product design and process development rather than scientific research.
