Publishing Time: Not Available
Features: Based on case interviews, this book specifically analyzes the problems in the policy system for assisting impoverished university students and proposes corresponding countermeasures. The author argues: scholarships prioritizing academic excellence as the primary criterion are not suitable as the main funding measure for assisting impoverished students; the national student loan policy faces institutional barriers that urgently need to be overcome; the work-study program should address the issue of insufficient work-study positions, which does not align with the actual needs of impoverished students; the funding targets of special hardship allowances and tuition reduction policies are difficult to define and have certain side effects. Therefore, the author believes: in the policy system for assisting impoverished university students, what needs to be developed are the national student loan and work-study programs; the special hardship allowances and tuition reduction policies urgently need reform; the side effects of assistance policies on youth development must be avoided through institutional design. The shortcomings of the existing policy system include "blurred operations" under information asymmetry, "wealth inequality" in assisting impoverished students, and insufficient synergy among systems, all of which require corresponding improvements.
