Features: The second edition of this book maintains the basic content of the first edition while incorporating revisions by the editor-in-chief Zhu Liyu and authors Wan Qigang and Dong Zhenxiang based on the following aspects: According to the progress of socialist rule of law in China and the development of legislation domestically and internationally, the following modifications have been made: To achieve the legislative goal proposed at the 16th National Congress of the Communist Party of China—"to establish a socialist legal system with Chinese characteristics by 2010"—and to meet the needs of building a harmonious socialist society, some new content has been added. For example, the relevant content of the "Legislative Planning of the Standing Committee of the 10th National People's Congress" has been included; also, the issue of legislative coordination has been linked to the construction of a harmonious society. Second, based on the actual development of socialist political civilization in China, a new chapter titled "Legislative Democratization and Public Participation in Legislation" has been added. Democracy and the rule of law are inseparable, but how to integrate the two in the legislative process requires further research. Therefore, the second edition has added and strengthened content in this area. For example, the new chapter specifically discusses the legislative hearing system. Third, since the first edition of this book was published in September 2001, China has enacted, revised, and abolished some laws, regulations, and rules related to legislative issues. Accordingly, the book has been revised to align with the new legal provisions. For example, the State Council promulgated and implemented the "Regulations on the Procedure for Formulating Administrative Regulations" and the "Regulations on the Procedure for Formulating Rules" starting from January 1, 2002; accordingly, the content on "the procedure for formulating administrative regulations and rules" in the first edition has been revised. Fourth, minor textual errors in the first edition have been corrected; at the same time, some data cited in the first edition have been updated. For example, the statistics on China's legislative output have been updated to the end of 2005. In summary, the revisions to the second edition are intended to better align with and reflect the actual legislative practices in China, as well as to more accurately represent the development of legislative theories domestically and internationally. We sincerely hope that readers and scholars will provide suggestions and feedback to further advance the field of legislative studies in China.
