Community self-governance has significant advantages in environmental governance, especially in preventing environmental contamination, but we have not fully utilized the strengths of the community. The relationship between environmental private interests and public interests, and the advantages and limitations of the community relative to government and the market, the temporal dilemma of resource use and its reflection of competition, development, and material desires—all have become indispensable components in analyzing environmental issues. The first part raises questions, discussing the relationship between environmental governance and community cooperation, as well as the incentive structure of environmental governance; the second part primarily elaborates on community cooperation in environmental governance, proposing the conditions necessary for successful governance; the third part explores the incentive structure for community environmental protection, focusing on the damage to resources caused by modern market-oriented economies and the community governance under different circumstances of environmental public and private interests; the fourth part presents the author's reflections on community-based environmental governance. This book is one of the outcomes of the Ministry of Education project "Research on the Current Status, Characteristics, and Cultivation Mechanisms of China's Grassroots Environmental Protection Forces." The author conducts a scientific analysis of numerous cases, emphasizing the greatest advantages of the community in environmental governance.
