Features: On December 8-9, 2003, the second China National Security Forum was held in Shanghai, with the theme being China's economic security and development. More than 100 experts and scholars, including Cheng Siwei, Qu Geping, Li Wewe, Qian Haihao, and Wu Zhispn, attended the forum for academic exchanges. The forum concluded that with the end of the Cold War, economic factors have risen in status in international relations, and comprehensive national strength competition based on the economy and led by technology has become the focal point of competition between countries, especially major powers. We must rethink the relationship between economic security, military security, and political security, elevate their status in the overall national security strategy, and comprehensively enhance the ability to prevent, resolve risks, and withstand threats. The forum believed that China's economic development is currently at a critical juncture. On one hand, the economy is growing strongly with clear benefits; on the other hand, many deep-seated contradictions in economic operations have not been fundamentally resolved, and new conflicts and issues have emerged in the rapid development process. A series of economic security issues, such as financial security, energy security, food security, ecological and environmental security, and social security due to widening wealth gaps, have become prominent. Whether the government's macroeconomic regulation can be timely, appropriate, strong, and effective will determine whether China's economy can avoid large fluctuations, ensure stable operation, and achieve sustainable development. The forum emphasized the need to integrate intellectual resources from all sectors, guided by scientific development, to systematically study the theory of national economic security, comprehensively and accurately assess the national economic security situation, seek solutions and strategies, and highly value the legislative protection of national economic security. It also called for organizing strategic reserves, establishing a national economic security monitoring and early warning system, and setting up crisis management mechanisms, so that China's economy will have a sensitive nervous system, sufficient early warning time, and ample response capabilities.
