Features: Li Changlin's book Ensuring Judicial Independence through the Perspective of the Allocation of Criminal Adjudicative Power was revised based on the author's doctoral dissertation. From selecting the topic to collecting materials, writing the paper, and finally finalizing it, the process spanned over two years. After submitting the dissertation for defense, he further revised it repeatedly, reflecting a rigorous academic attitude and a down-to-earth working style. The manuscript comprehensively and systematically studies the issue of judicial independence from the perspectives of who the criminal adjudicative power should belong to, who should exercise it, and how to guarantee the independent exercise of judgment by courts and judges. It also explores the problems and solutions related to judicial independence in China's context, offering many original insights. This book holds significant practical implications for advancing China's rule of law, adjusting the relationship between judicial power and legislative power, administrative power, and political leadership in the context of developing a market economy, as well as for the rational allocation of judicial power within courts and judicial reform.
After years of development, the discipline of litigation law at Southwest University of Political Science and Law was approved by the State Council Academic Degrees Office in December 1993, granting it the authority to award doctoral degrees, marking a breakthrough for Xizheng's doctoral programs. This also made it the first law discipline doctoral program in western China. Since the spring of 1995, when Chang Yi and Xu Jingcun served as supervisors to admit the first cohort of doctoral students, the program has enrolled 12 cohorts, totaling 112 students, with 55 having already passed their dissertation defenses and obtained doctoral degrees. However, many outstanding doctoral dissertations in the past, after passing defense, have failed to be published in a timely manner due to various reasons, gradually fading into obscurity, much like shooting stars that emit brilliant light before quickly vanishing, leaving people deeply regretful!
As a result, colleagues in the discipline and doctoral students proposed the initiative to establish a Litigation Law Doctoral Dissertation Collection, selecting the best dissertations to publish uniformly, thereby compiling scattered pearls into a cohesive collection. This would allow these new and theoretically and practically significant research achievements to be made public sooner. This proposal was strongly supported by Legal Press, which decided to publish Xizheng's Litigation Law Doctoral Excellence Collection. The plan is to publish 2–4 outstanding doctoral dissertations annually, gradually building a scale to reflect the program's excellent achievements in cultivating innovative talents. It is believed that the publication of this series of collections, crafted with the dedication and wisdom of Xizheng students, will contribute to the in-depth development of litigation law research in China.
