Features: In China, property management services is a newly emerging industry. The standards and fees of property management services are core issues in property management, as they are related to the living quality of residents and the survival and development of property management enterprises. The "Property Management Regulations" promulgated by the State Council and the "Property Service Fee Management Measures" jointly issued by the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development provide principles for this issue, but it is also explicitly stated that specific service standards and fees must be formulated based on local conditions by local price authorities and real estate authorities. Property management service fees should have two forms: one is the lump-sum system; the other is the commission system. However, whether it is the lump-sum system or the commission system, it is necessary to scientifically define the service standards and corresponding fees. Currently, Shanghai has a variety of property types, and different residents have varying requirements for property management services. Therefore, to further implement the "Property Management Regulations" and the "Property Service Fee Management Measures" in property management practice, it is necessary to provide the general public with a reference standard.
