What should be done about poor brain development?

Patient's question:

Because I feel the baby's head isn't very stable, plus the thumb-in, when lying face down, the head tilts to one side and has poor balance, the left hand can't hold things, and the coordination between the left and right hands is not good, the baby can't roll over. When going to the hospital for a check-up, the doctor's examination results said the baby's knee reflexes were active and slightly hyperactive, and the muscle tone of the limbs was normal.

Doctor's answer:

Hypoxic-ischemic encephalopathy, therefore, can be caused by any condition that obstructs blood circulation and gas exchange between the mother and fetus, or leads to neonatal arterial hypotension and venous congestion, potentially resulting in brain damage and cerebral palsy. The causes include:
1. Maternal factors: Such as pregnancy-induced hypertension syndrome, heart failure, severe bleeding, anemia, shock, or drug abuse and overdose.
- Placental abnormalities: Such as placental abruption, placenta previa, placental infarction, or placental dysfunction.
- Towel cord flow obstruction: Such as cord prolapse, compression, knotting, or (wrapping around the neck).
- Circulatory failure: Such as polycythemia.
