Based on these analyses, the paper proposes fundamental countermeasures and strategies to address these problems, outlining the basic content and primary means of establishing a meso-economic adjustment mechanism for regional governments under the constraints of the national macro-control system. Furthermore, it provides an initial exploration of the basic countermeasures regional governments should adopt in response to economic globalization and trade liberalization.
